The World Health Organization (WHO) India Country Office is recruiting for the position of HSO – Data Systems and Digitalization to be based in New Delhi. This role supports the Ministry of Health & Family Welfare in strengthening integrated health systems and implementing digital health solutions and artificial intelligence.

Job Overview

The incumbent will work under the overall guidance of the Team Lead (Health Systems) and in collaboration with the NPO (Integrated Health Services). The position is on a Special Services Agreement (SSA) basis, open only to Indian Nationals. The role requires extensive travel to states and districts, potentially up to 15 days in a month.

Key Responsibilities

  • Provide guidance on data governance, standards, and interoperability for evidence-based digital health solutions and AI.
  • Provide technical assistance in data systems, digital health, and AI by applying architecture frameworks for cybersecure health data exchange.
  • Develop and implement innovative ways for communicating and disseminating data-based information among public health programs.
  • Act as a liaison for technical questions related to initiatives such as the SDG dashboard, PCVA portal, and ICD 11 transition.
  • Build effective partnerships for investment in and use of digital technologies and data eco-systems.
  • Guide and assist in building national institutional capacities for improved digital health literacy and interventions.
  • Promote the implementation and use of WHO global digital goods, tools, standards, and guidelines.

Eligibility Criteria

  • Essential Education: University degree in health sciences or public health with a focus on digital health, computer sciences, information management in public health, business/management economics, or a related field.
  • Desirable Education: Advanced qualification in public health informatics, health management information systems, digital health technologies and innovations, or health systems.
  • Essential Experience: At least 2 years of relevant experience in the implementation of digital health, artificial intelligence, and/or health information systems.
  • Desirable Experience: Monitoring and evaluating health interventions. Working experience with UN agencies or international NGOs in digital transformation.
  • Functional Skills: Knowledge of WHO Digital Health Guidelines, national eHealth strategies, cybersecurity frameworks, and strong analytical skills (SQL, Power BI).
  • Language Proficiency: Excellent knowledge of written and spoken English is essential. Working knowledge of at least one other national language is an asset.

Remuneration

The monthly remuneration is INR 218,855 taxable as per Indian laws.

Selection Process

A written test and interviews may be used as a form of screening. Only candidates under serious consideration will be contacted. WHO will conduct a background verification of short-listed candidates.
